The capital city remains at the very top of the rungs, thanks to its favorable business environment, good infrastructure and massive spending power. As a result, the city county takes the largest chunk of cash from the national kitty as per the new CRA fiscal responsibility criterion on cash subdivisions (Reference). Nairobi is actually capable of running its budget without national government support, but this would only happen if they seal loopholes in revenue collection and collect their maximum potential of Ksh40 Billion per year.
